Mumbai: BMC has floated a Project Management Consultancy (PMC) tender for the construction of a 45m-wide elevated road connecting Dahisar West in its jurisdiction to Bhayander West in Mira-Bhayander civic body’s limits, marking the final leg of the Mumbai Coastal Road corridor. The PMC’s mandate will cover procurement, supply, construction supervision, commissioning, testing, and performance evaluation across civil, mechanical, electrical, control, and allied works. The design-build contract period for the elevated corridor is set at 42 months from the commencement of work.This development comes almost two years after BMC appointed a contractor for the construction of this project in 2023. The proposed alignment of the road will start near Kandarpada Metro station on Link Road in Dahisar (W) and end at Uttan Road near Subhash Chandra Bose Ground in Bhayander (W), traversing mangroves, creek areas, salt-pan lands, and other natural stretches. A BMC official said, “As project clearances were yet awaited, we did not want to appoint a PMC in advance. Hence, there has been a delay. For the remaining coastal road packages from Versova to Dahisar, we have already appointed PMCs.” During the construction period, the PMC must review all drawings submitted by the contractor — along with geotechnical and hydrological reports, material characteristics, topographical surveys, and safety recommendations — and submit observations to both the BMC and contractor within 15 days, or up to 30 days in the case of major bridges or structures. The PMC must also review the contractor’s Quality Assurance Plan within 21 days, ensuring it aligns with BMC’s standards, and evaluate the contractor’s proposed work methodology within 10 days. The PMC may instruct the contractor to carry out additional work required for project safety, including in cases of accidents or unforeseen events. The consultant is expected to schedule the project efficiently, prevent delays, minimise disputes, and ensure quality construction.BMC has estimated that once the entire north phase of the Mumbai Coastal Road is implemented, the travel time from Versova to Bhayander will reduce by 30-45 minutes. Designed to close the coastal loop from Nariman Point to the western suburbs, the link will integrate with the upcoming Versova–Dahisar Link Road.
